Hartley was dropped from the recent World Cup squad by former England boss Stuart Lancaster after being banned for a headbutt.
Robshaw, in contrast, was captain and a consistent first team player throughout Lancaster's four-year reign, but was criticised for his performances during the World Cup.
According to reports, Jones wants to signal a clean slate for all England players under his leadership and will put less emphasis on the need for his players to be ideal role models than Lancaster.
Hartley has captained England once before, during a 2012 tour of South Africa, but fell out favour before the World Cup after receiving a four-match ban for a headbutt on Saracens hooker Jamie George in last year's Premiership final.
It was the sixth suspension of Hartley’s career, while his charge sheet amounts to 54 weeks of bans for eye-gouging, biting, punching, verbal abuse and elbowing.
He captained Exeter for six seasons but has been replaced by scrum-half Lee Dickson this season.
Jones has met with Robshaw to discuss the flanker's future, which is believed to be at blind-side rather than open-side where he was deployed by Lancaster.
