Brexit: Treaty change may not come before EU membership referendum David Cameron admits
David Cameron has said it may not be possible to achieve EU treaty change before the EU membership referendum.

Instead, the Prime Minister is arguing the UK should accept “irreversible lock” and “legally binding” guarantees as to future treaty changes.
This is a marked change of tack for Cameron, who said in January that he would be pursuing “proper, full-on treaty change”.
The news comes as polling data shows the UK’s opinion on its continued membership of the EU is tilted away from a Brexit. Polls can be misleading, and Ukip’s performance at the General Election shows the debate is too close to call.
What is more, measured by the political leanings of its MEPs, the UK is the most Eurosceptic country in Europe.
