The eBay subsidiary has held its European headquarters in Dublin, where it already employs up to 1,500 staff, since 2003.
Taoiseach Enda Kenny welcomed the move, calling it “a clear recognition of the opportunities that Ireland offers global leaders like PayPal”.
“Our action plan on jobs published last week will help to ensure that this is just the first of many similar announcements over the coming year,” he added.
Irish unemployment has more than trebled to 14.2 per cent following the financial crisis.
US companies accounted for 38 per cent of offices bought or rented in Dublin last year, according to the CBRE.
PayPal’s new centre will focus on customer service and sales across Europe, the Middle East and Africa.
