The Mayor of London is basing his comments on a report, which estimates that staying in the EU would be bad news for the UK unless the government can renegotiate terms.
The report also indicates that London would be at a disadvantage if the UK were to leave, but says the disadvantage would be slight.
Johnson is expected to present an eight-point plan for EU reform during a talk at Bloomberg's London offices this Wednesday. Johnson's comments are unlikely to be welcomed by David Cameron, who has repeatedly emphasised his desire to remain part of the EU – albeit on renegotiated terms.
The Tory party is often seen as divided on the issue of Europe, with many MPs putting pressure on Cameron to adopt a tougher stance.
