City and Liverpool have agreed a £49m deal for the young forward with £44m paid upfront and a further £5m based on appearances.
Sterling has been given permission to negotiate personal terms with City, but such is the 20-year-old's keenness to leave Anfield that the deal is expected to be completed within 24 hours.
Never before has so much money been spent by a Premier League club on a player under 21 years of age.
The transfer is the fifth-biggest in Premier League history however Liverpool with have to share some of the fee with QPR – Sterling's first club – due to a clause written into the £500,000 deal that brought him to Merseyside in 2010.
Liverpool agreed to a 20 per cent sell-on clause if Sterling moved to another club in England – and 25 per cent if he was sold abroad – according to chairman at the time Gianni Paladini.
That means QPR are due to make £8.8m from the deal – 20 per cent of the initial £44m fee.
The financial windfall comes at the ideal time for recently relegated QPR, who are facing the prospect of a possible £58m fine from the Football League for breach of financial fair play laws and are fighting to hold onto star striker Charlie Austin.
