Russia to send humanitarian convoy to Ukrainian rebels
Russia is to send a Red-cross aid convoy to the Ukrainian rebel stronghold of Luhansk.
Western governments including Ukraine have been opposed to Russia's sending of aid, but have softened their stance.
Nevertheless there was a clear warning to the Kremlin, as the EU Comission chief cautioned Vladimir Putin's government not to engage in unilateral military action.
The reluctance of western governments to support Russian is based on persistent fears that Russia will use aid as a pretext for delivering weapons to rebels or even invasion.
Perhaps as a result of these fears, the Russian military will not be involved in the mission, which will include the US, EU, Germany and others. There is as yet no date for the convoy's departure.
In a statement, the Kremlin confirmed its collaboration with the Red Cross, saying:
It was noted that the Russian side, in co-operation with representatives of the International Committee of the Red Cross, will send to Ukraine a humanitarian convoy.
